The unemployment allowance (allocation chômage) is a monthly payment the National Employment Agency (ANEM, Agence nationale de l'emploi) makes to a first-time job seeker (chômeur primo-demandeur d'emploi): someone who has never worked, has no income of any kind whatsoever, and is between 19 and 40 years old. It is 18,000 DA a month since 1 January 2026, and it is paid for one (1) year, renewable once only. Its legal basis is décret exécutif 22-70 of 10 February 2022, as amended by décrets 23-60 and 26-87.

Do not confuse this allowance with unemployment insurance benefit: the allowance is for a first-time job seeker, while the benefit is for an employee laid off for economic reasons and is paid by the national unemployment insurance fund (CNAC), which has its own calculator, the unemployment insurance benefit calculator. To check your own position, use the unemployment allowance eligibility checker.

Who qualifies for the unemployment allowance

Article 2 of décret 22-70 lists nine conditions that must all be met together, and no later amendment has touched them:

  • Being of Algerian nationality.
  • Being resident in Algeria.
  • Being between 19 and 40 years old. The text provides no exception to this condition, neither for people with disabilities nor for anyone else.
  • Being registered with the National Employment Agency as an unemployed first-time job seeker.
  • Having no income of any kind whatsoever. The text names no figure as a ceiling and makes no exception for a pension, an annuity or rent.
  • Having a settled position with regard to national service.
  • Not being enrolled in a higher-education or vocational-training establishment.
  • Having had no benefit from the public schemes supporting the creation and expansion of activities, nor from the professional-integration aid, nor from social assistance.
  • The spouse has no income of any kind whatsoever.

Text of the law

Article 3 opens the door to a second category: detainees who have served their sentence and have no income also qualify for the allowance, on the conditions laid down in the same decree, the terms for applying that article being set by joint order of the ministers for labour and employment, for justice and for finance.

The amount and the health cover in 2026

The allowance is 18,000 DA a month since 1 January 2026, after two increases since it was created. The amount was not raised by the finance laws but by executive decrees amending article 7 of décret 22-70:

How the unemployment allowance has changed since 2022 and the text that set each amount
Monthly amountTextIn force from
13,000 DAArticle 7 of décret exécutif 22-70From 27 February 2022 (date of publication)
15,000 DADécret exécutif 23-60 amending article 7From 1 January 2023
18,000 DADécret exécutif 26-87 amending article 7From 1 January 2026

Holders of the allowance are entitled to the benefits in kind of sickness insurance, and the cost of that cover is borne by the State. Article 7, in its new wording, also sets the social-contribution share levied on the allowance at 7% of its amount, a share itself borne by the State and not by the holder, that is 1,260 DA a month on a base of 18,000 DA. The text puts two descriptions in the same sentence – the share is "prélevée sur l'allocation chômage" and it is "à la charge de l'Etat" – without expressly settling whether the holder receives the full 18,000 DA and the State pays the contribution on top, or whether it is deducted from the allowance. Pending the joint order that will set the terms, what the text does establish is that this share is a charge on the State and not on the holder.

Text of the law

How long it runs, renewal and the extra year

Article 7 in its original form mentioned no duration at all: it said only that the allowance "est versée mensuellement" and left the terms to a joint order. Décret 26-87 wrote the duration into the text itself: the allowance is paid monthly for one (1) year, renewable once only, that is two years as the basic entitlement. Renewal is subject to strict compliance with the obligations set out in article 4.

The same decree added an article 7 bis, which grants an extra year in two cases:

  • Holders active within the scheme whose seniority is twenty-four (24) months or more: an allowance for one (1) extra year is paid to them.
  • Holders active within the scheme whose seniority is under twenty-four (24) months: the extra year is paid once the remaining part of their entitlement has run out, within a limit of two (2) years.

Text of the law

The phrase "dans la limite de deux (2) années" appears in the second paragraph only, so the text admits two readings: a ceiling covering both cases, or a ceiling for the second case alone. The French text above is the authority, and how it is applied in practice is for the National Employment Agency's offices. Either way, this article is about how long the allowance is paid, not about eligibility: it changes nothing in article 2.

The holder's obligations once the allowance is granted

Décret 26-87 amended the obligations on which keeping and renewing the allowance depend: it rewrote four of them and left the rest unchanged. There are five of them today:

  1. Validating the registration every six (6) months, through the digital platform set up for that purpose or in person at the National Employment Agency offices for the place of residence.
  2. Answering the National Employment Agency's summonses.
  3. Not refusing one (1) job offer matching your qualifications. Before 2026, the text spoke of two (2) offers.
  4. Actively looking for qualifying or certified training.
  5. Not refusing training intended to improve your employability. Décret 26-87 did not rewrite this obligation and left it in its original 2022 wording, under the words "le reste sans changement" (the rest unchanged).

Article 5 provides that a holder directed towards training keeps drawing the allowance throughout the training period, in accordance with the decree, that is within the entitlement period laid down, while abandoning the training cancels the allowance. To explore the specialities on offer and the training establishments in your wilaya, see the vocational-training guide.

When does the allowance stop?

Article 9, as amended in 2026, lists six cases in which payment of the allowance stops:

  • The holder or their spouse being placed in a job, or in one of the public schemes supporting the creation and expansion of activities.
  • At the holder's own request.
  • The holder refusing one (1) job offer matching their qualifications.
  • The holder refusing training intended to improve their employability.
  • The holder or their spouse receiving an income of any kind whatsoever.
  • The death of the holder.
Article 10 adds that any false declaration or forged document aimed at obtaining the allowance stops its payment and obliges repayment of the sums wrongly received, without prejudice to the penalties laid down in the penal code.

Registering on the Minhati platform and the file to supply

The arrêté interministériel of 21 February 2022 commits the ministry of labour, employment and social security, through the National Employment Agency, to set up a digital platform on which first-time job seekers can register, then to process the registrations and select the successful applicants by cross-checking the databases of the national social insurance fund for salaried workers (CNAS), the social insurance fund for non-salaried workers and the national pension fund (CNR), then to invite the successful applicants and give each an appointment at which to supply their file, and to sign a partnership agreement with Algérie Poste to make the payments easier. That platform is Minhati (minha.anem.dz), and it alone is the authority on the screens and the steps currently in use.

We were not able to use the platform ourselves; specialist sites, SFN Emploi among them, report the following registration steps, and what the platform itself shows at the time of registration remains the authority:

  1. Enter your job-seeker registration number with the National Employment Agency and your national identification number (NIN).
  2. Enter the details of the postal current account (CCP) the allowance will be paid into.
  3. Pick an appointment from the slots offered.
  4. Print the undertaking-and-obligation document and the appointment slip, and bring both on the date given.

The documents required are set by article 9 of that same arrêté interministériel, and that is the official list published in the Official Journal:

Text of the law

If something is wrong with the file, or the allowance is refused or suspended, the Insat platform (insat.anem.dz) lets you, according to those same sites, lodge a query or an appeal, attach the supporting documents and follow the answer. The two official platforms remain the authority wherever they differ from what is published elsewhere.

The difference between this allowance and CNAC benefit

Many people run together two schemes that are entirely different in who they are for, which body pays them and how much they pay. The table sums up the difference:

The unemployment allowance for first-time job seekers compared with unemployment insurance benefit
Point of comparisonUnemployment allowanceUnemployment insurance benefit
Who it is forA first-time job seeker who has never workedAn employee laid off for economic reasons
Which body paysThe National Employment Agency (ANEM)The national unemployment insurance fund (CNAC)
Amount18,000 DA a month, a flat amountA falling percentage of the reference wage over four equal phases (100%, then 80%, then 60%, then 50%), with seniority setting how long the benefit runs rather than its rate
The condition that decides itNo income and no previous employmentPrevious contribution seniority and a lay-off for economic reasons

So if you are an employee who has lost their job, the payment that concerns you is CNAC benefit, governed by décret législatif 94-11 of 26 May 1994, not this allowance: use the unemployment insurance benefit calculator to estimate how long it runs and how much it pays.

What this guide does not settle

  • The eligibility decision: the National Employment Agency alone examines the file and decides, after cross-checking the databases of the social security and pension funds.
  • Any conditions the undertaking-and-obligation document signed at registration may add: we have not read its text, so we report here only what the decree provides.
  • The terms for applying article 3 on detainees who have served their sentence: the decree leaves them to a joint order that is not among the texts cited here.
  • The payment dates and the registration-validation deadlines: the National Employment Agency publishes those as they come, and the decree does not fix them.

Frequently asked questions

What are the conditions for the unemployment allowance in Algeria?
Article 2 of décret exécutif 22-70 requires nine conditions together: being of Algerian nationality, being resident in Algeria, being between 19 and 40 years old, being registered with the National Employment Agency as a first-time job seeker, having no income of any kind whatsoever, having a settled position with regard to national service, not being enrolled in higher education or vocational training, having had no benefit from the public schemes supporting the creation and expansion of activities or from the professional-integration aid or from social assistance, and the spouse having no income either. Article 3 adds detainees who have served their sentence and have no income.
How much is the unemployment allowance in 2026?
18,000 DA a month since 1 January 2026, under décret exécutif 26-87 published in Official Journal No. 06 of 2026. The amount was 13,000 DA when the allowance was created in 2022, then 15,000 DA from 1 January 2023 under décret 23-60.
Can I claim it if I have income from a pension or from rent?
No. The decree's wording is clear: "ne pas disposer d'un revenu quelle que soit sa nature" (no income of any kind whatsoever), for the applicant and for their spouse alike, with no figure as a ceiling and no exception for a pension, an annuity or rent. The figures that circulate on some sites as an allowed income ceiling have no basis in décret 22-70 or in either of its amending texts.
How long is the unemployment allowance paid, and can it be renewed more than once?
It is paid for one (1) year, renewable once only, that is two years as the basic entitlement, and renewal is subject to strict compliance with the obligations in article 4. Décret 26-87 added an article 7 bis granting an allowance for one (1) extra year to holders active within the scheme: straight away for those with twenty-four (24) months of seniority or more, and once the remaining part of the entitlement has run out for those with less, "dans la limite de deux (2) années" (within a limit of two years).
What happens if I turn down a job offer?
Payment of the allowance stops. Since the 2026 amendment, refusing a single job offer matching your qualifications is enough to end the entitlement, whereas the original 2022 text spoke of refusing two offers. Refusing training intended to improve your employability, or abandoning training already begun, has the same result.
Are social security contributions deducted from the unemployment allowance?
The contribution is a charge on the State and not on the holder, which is what the text says expressly. The amended article 7 sets the share at 7% of the allowance, that is 1,260 DA a month on a base of 18,000 DA, and describes it in the same sentence as "prélevée sur l'allocation chômage" (levied on the allowance) and "à la charge de l'Etat" (borne by the State), without settling whether the holder receives the full amount. The cost of sickness-insurance cover is likewise borne by the State, and the holder is entitled to the benefits in kind of sickness insurance.
How, and how often, do I have to validate my registration?
Every six (6) months, under article 4 as amended by décret 26-87, either through the digital platform set up for that purpose or in person at the National Employment Agency offices for your place of residence. Letting the validation slip is a breach of the obligations on which renewal of the allowance depends.
What is the difference between the unemployment allowance and CNAC unemployment insurance benefit?
The unemployment allowance is for a first-time job seeker who has never worked, and the National Employment Agency pays it, at a flat 18,000 DA a month. Unemployment insurance benefit is for an employee who was working and was laid off for economic reasons, and the national unemployment insurance fund (CNAC) pays it, at a falling percentage of the reference wage over four phases, with seniority setting how long the benefit runs rather than its rate. The two cannot be held together in practice: anyone who has already worked is not a first-time job seeker, and any income – CNAC benefit included – breaks the no-income condition of article 2. Receiving an income, or joining a public support scheme, also ends the allowance.
Can someone who has served a prison sentence claim the unemployment allowance?
Yes. Article 3 of décret exécutif 22-70 provides that detainees who have served their sentence and have no income also qualify for the allowance, on the conditions laid down in the decree. The terms for applying that article are, however, set by joint order of the ministers for labour and employment, for justice and for finance, so the practical details are for the National Employment Agency's offices.
