Who gets the travel allowance and how much is it?

Every Algerian resident: €750 for adults 19 and over, €300 for minors from 12 to under 19 within a limit of two children per family. Under-12s are not eligible. Loaded onto your card in euros, or the equivalent in another freely convertible currency. This right does not apply to Hajj pilgrimage travel.

How often can it be used?

Once per calendar year (1 January to 31 December), for a round trip of at least 7 days; the amount does not carry over from one year to the next.

Where and when is the dinar countervalue paid?

At the authorized intermediary bank that issued your card, no later than 7 working days before departure, by scriptural payment only (cash is refused), at the opening commercial selling rate of the currency on the day of the operation, plus a commission set by the card-issuing bank — it was 1,000 DZD under the old cash-based rules, now repealed, and no unified official amount has been published yet for the new card mechanism: confirm with your bank. You must hold a foreign-currency account at that bank, as well as a dinar account, to benefit from this right.

How is the exchange right delivered now?

On an international payment card or a card dedicated to the exchange right, strictly personal and non-transferable, issued by an authorized bank (minimum 3-year validity); the card can be requested independently of the exchange-right application itself. To obtain it, you must present: a round-trip travel ticket (or a land-travel tax receipt), a valid passport, a copy of its first page, a copy of the visa if applicable, and proof of income. When the right is granted, the bank records the granted amount, the currency and the operation date on the beneficiary's passport.

What if the trip is cancelled or shortened?

Cancelling before exit requires returning the full amount; a stay cut below 7 days requires returning it within 5 working days of return, at the authorized intermediary bank holding the foreign-currency account. Non-compliance exposes to a 5-year suspension of the exchange right and to prosecution; handing the amount to a third party is sanctioned. Upon refund, the bank issues a cancellation receipt and cancels the passport annotation. For a minor suspended due to their legal guardian's act, the suspension ends once they turn 19.

Which documents for land travel?

Besides the passport: the 7-day land-travel tax receipt and proof of paying the fuel exit tax (its calculator is in the related tools below).

Is the travel allowance paid via a bank card?

Yes: since Bank of Algeria instruction No. 07-2026 of 13 July 2026, in force from 19 July 2026 (which repeals instruction 05-2025), the exchange right is delivered on an international payment card or a dedicated card, no longer in cash. The card is strictly personal, has a minimum 3-year validity, and is backed by a foreign-currency account; holding a dinar account is also required. The amounts (€750 adults, €300 minors) remain unchanged.

Will the new travel-allowance rules be rolled back?

No. The Ministry of Finance denied (official statement, 5 August 2026) circulating claims that the new procedures would be revised or cancelled with a return to the previous system: the circulating document attributed to it is forged, and official information is published exclusively through its accredited channels. Legal note: article 20 of Bank of Algeria instruction 07-2026 allows the exchange-right amount and conditions to be revised in the same official forms as their adoption, considering balance-of-payments viability — so any real change would come officially from the Bank of Algeria, not from documents shared on social media.
